This picture of the Danube River as it flows through Tulcea was taken in December 2001. In winter the orphanages are only provided with heat for a few hours a day, and hot water only on certain days of the week.

In the orphanages, all of the children have their hair cut extremely short. Most girls would prefer to have longer hair, but it is not allowed by the institutions.
